Abstract

Interoperability represents an assumption for developed competition of operators on the open railway market, or on the particular railway network. Its implementation should provide safe and continous transport on the entire european railway network due to harmonization of technical capacities and all the legal, exploatational and other constraints.The EU developed interoperability framework in order to asssure an enviorment for eficient establishing of interoperability and technical specifications (TSI) as a tool whose implementation leads to interoperability of railway systems. This paper explains the concept of interoperability of European railways, the legal and institutional framework, and especially technical specifications for interoperability, their structure, strategy for their implementation, and a influence of the concept of interoperability on the railway market stakeholders.
