METHODOLOGY PROPOSAL FOR PUBLIC SECTOR EMPLOYEES’ RATING CALCULATION IN THE REPUBLIC OF SERBIA

Abstract

We meet every day with various rating lists, of which the best known are: Shanghai list of Universities, the list of FIDE chess players, the list of ATP number 1 male tennis players, the list of WTA number 1 female tennis players, SCI science magazine list, the list of researchers’ citations etc. In our social, political and economic conditions, there is an objective need for establishing of a uniform methodology for the rating of public sector employees, which comprises: the State administration, local government, public companies and other budget beneficiaries. Of the rating of employees in the public sector of the Republic of Serbia is usually spoken when appointing the individuals to the important social or economic positions or in occasional discussions on the introduction of salary bands. Each rating list is based on the selected criteria, clear methodology and correct information. The methodology proposed in this paper is based on two main criteria relating to the formal education and work experience. The combination of these criteria is weighted with the corresponding correction coefficients. Other potential criteria, such as: general knowledge, informal education, foreign language competence, additional skills, work references, professional dedication, awards, etc. are not taken into consideration that the proposed methodology can not be upgraded and improved. On the contrary! But we have to start from something.
