Abstract

With adoption of directive (91/440/EEC), first regarding the railway system reform, railway system started to change railway market condition, number of actors on the market, and way of services providing. Those changes affect comprehensiveness and the way of measuring of performance, operation indicators as well as operators and infrastructure manager business. For monitoring of railway system performances, two systems are in use currently: Rail Liberalization Index, which developed IBM Global Business Service, and European Railway Performance Index – RPI, which developed Boston Consulting Group. Both systems are shown and discussed in this paper, with indication on public costs impact on railway system performance and assessment of the Serbian railway sector performances
